Electoral Reforms are necessary to take our Democracy forward.
All political parties demanding their own smaller separate states must be necessarily asked to furnish a charter of their proposals as to how they are going to generate revenue to administer and develop their new states.
Simultaneously, Parliament should initiate electoral reforms to ensure that regional parties cannot contest national elections under any guise.
Only those parties who have got 25% share of the polled votes in the last general elections should be entitled to put up candidates.
Elected MPs should compulsorily be required to put up N number of questions pertaining to their constituency in their 5 year term.
MPs who have posted questions should also be required to be present in question hour.
Party whips should ensure that the Budget Session should be compulsorily attended by 90% of their MPs. Otherwise such political parties should be derecognized.
Finance Bill should be considered to be passed only if at least 75% of the parliamentary strength is present and voting.
MPs should not be allowed to abstain in a Confidence Vote and Vote on Budget.
MPs privileges and perks should be linked to their attendance.
Rajya Sabha Members are supposed to be the States’ Representatives in Parliament. Rajya Sabha in its present form should be done away with. After all there are going to be several smaller states and Rajya Sabha in its present form would be ineffective.
Instead, Rajya Sabha should be reconstituted so that political parties should be allowed to nominate candidates to the Rajya Sabha in the same proportion of the national votes obtained for the Lok Sabha (not of the seats). In this way, Technocrats, Professionals, Intellectuals, Social Activists, Media Persons, Military Strategists can participate in the legislative process. Special Interest Groups like Scheduled Castes & Tribes, Religious Minorities, Women, Third Gender can also be accommodated and the Parliamentary process can become truly inclusive.
Of course, those who have lost Lok Sabha elections should be disqualified for being nominated to Rajya Sabha for the same term.
No person should be allowed to be nominated for the Rajya Sabha for more than 2 consecutive terms.
No person should be allowed to contest for the Lok Sabha for more than 3 consecutive terms.
60 years have passed since we gained independence. AB TO JAAGO NETAJI and get down to the business of governance.
Or else we are doomed to be a failed nation. We would not require either Pakistan or China to do this to us…..
India needs reform in Election process.
Single largest party sit in opposition & small party rule in government. Is it Healthy Democracy?
Hung Parliament or political instability is sign of die of democracy otherwise parliament goes on sine die.
Suggestions: Introduce two party systems. Multiparty system (Uti,Front) is patch on crutches. Solid concrete is strong base of structure.
Roteteting Prime Minster ship & Minster portfolio by State of country. It can help to progress of all state. Represtation of all state in parliament.
For stop Corruption introduce plastic electronic money for all financial transactions (newpaper, vegetable) connected with pan card no or UID.Completly stop all paper cash money &coins.
Law, Power, authority is not mere showcase book .It need to be implemented strongly & strictly without bias .Example: Shri T N Sheshan (control on cost of Election)
Retirement age of Prime Minster & minister should be 60 years.

Honestly accepting for my Lack of much knowledge in this Arena.
However, Reading this Article helped me give, rather increase my knowledge bout many Economic Terminologies thru web-surfings, for which I believe, I was quite ignorant & on the basis of that insight, giving a small attempt to comment on this Article.
Demanding furnishing of Charter of Proposals from Political Parties, willing to have their own separate States, in my view, can help gaining back of SOVEREIGNITY in Indian Economic scenario (which at present appears to be taken over by over-ruling Govt. thinking for self as not being answerable to Nation’s Common Public/Citizens), wherey Parties can be awakened for, that their Proposals needs to be in the BEST INTERESTS of citizens of that particular State/Territory, combining together can help in betterment of entire NATION as a whole.
They need to be reminded, True meaning of DEMOCRACY, Liberalization & more importantly of SOCIALISM – whereby (as Rightly stated in Article), “All Professionals, Intellectuals, Social-activists, Media persons, Women,Minorities, etc….can be encouraged to participate” & privilege themselves for being part of decision making in Legislative processes. This cud highlight True Pic. of DEMOCRACY of having equal say.
Further, acts & deeds of some private Social activists, minorities or such others, having their own varied opinions & interests in Opposite Directions, of their own choice & suitability, seems to hamper our SECULARISM, thereby giving an open invitation for Religious Riots.
Also, Legal Professionals can put their Insights/Knowledge in decision making to ensure things happening legally without violation of any body’s FUNDAMENTAL RIGHTS.
